Company description

About Europejskie Biuro Ochrony Finansów – Debt Collection in Poland

Europejskie Biuro Ochrony Finansów (EBOF) is a debt collection agency headquartered in Wrocław and Debitura's exclusive partner in Poland. Founded in 2012, it works for business creditors only: EBOF collects business-to-business debt and does not take on consumer debt. In the video below, Piotr Piekarski, Manager of the Sales Department, introduces the firm.

Recognition and memberships

Europejskie Biuro Ochrony Finansów received the Brylant Polskiej Gospodarki (Diamond of the Polish Economy) and Efektywna Firma (Effective Company) awards in 2022. It is a member of the Dolnośląska Izba Gospodarcza (Lower Silesian Chamber of Commerce) and the Związek Przedsiębiorców Finansowych w Polsce (Association of Financial Entrepreneurs in Poland).

Meet the Team

Around 30 people work across the EBOF group. The head office in Wrocław runs a dedicated corporate-debt team of around seven negotiators and a separate team of around four for leasing and rental receivables, supported by about 20 field collectors who visit debtors in person. Key team members include Igor Wojcieszak, Limited Partner and Director of the Debt Collection Department, Maksymilian Steckiewicz, Coordinator of International Debt Collection, and Piotr Piekarski, Manager of the Sales Department, who has worked in debt collection since 2009.

Legal capability

EBOF's in-house attorney works with around 20 external lawyers across Poland, so a case can be represented before any Polish court. After the amicable stage, the legal team can handle the full chain: filing suit, obtaining an order for payment (nakaz zapłaty), court representation, obtaining the enforceable title and supervising enforcement by the court bailiff (komornik sądowy), in civil and, where relevant, criminal matters. EBOF also enforces judgments from other EU countries in Poland on behalf of foreign creditors. Legal action falls outside Debitura's Standard Debt Collection Agreement and always needs the creditor's approval.

Mediation Bureau

EBOF runs its own Mediation Bureau, which offers debtors mediation before any legal action. Where a debtor needs an instalment plan, EBOF secures it with a mediation settlement. Once approved by the court, a settlement reached before a mediator has the force of a court settlement and, with an enforceability clause, becomes an enforceable title (Kodeks postępowania cywilnego, arts. 183(14) and 183(15)). If the debtor then stops paying, the creditor can go to a bailiff without full litigation.

Skip tracing and investigation

Poland does not license debt collection agencies. EBOF is, however, entered in the Ministry of Interior and Administration's register of detective businesses (RD-69/2014), and uses this for skip tracing: verifying a debtor's identity, current address and assets when the contact details on file are out of date.

Data protection

EBOF signs data processing agreements with its clients, records its phone calls and archives its email and written correspondence. Any objection from a debtor is reviewed with EBOF's attorney and answered within about 30 days, with the creditor kept informed. According to EBOF, it has faced no court case over GDPR compliance since the regulation took effect on 25 May 2018.

Services & Industries

EBOF specialises in amicable (pre-legal) collection of business debts, including difficult cases that have already been through a creditor's own collection process, another agency or a trade-credit insurer. It works across sectors, with a dedicated team for leasing and rental receivables. As an exclusive Debitura partner, the agency offers No Cure No Pay pre-legal debt collection, so creditors pay only when money is recovered.

For the legal background to a Polish claim, including limitation periods, interest, the order-for-payment route and enforcement, see Debitura's Poland debt collection guide.

PRICING MODEL

As an exclusive partner, EBOF provides pre-legal debt collection under Debitura’s Standard Debt Collection Agreement and pricing.

The firm follows a "No Cure No Pay" pricing model for all pre-legal B2B debt collection services, meaning clients incur no costs unless EBOF successfully recovers the debt. There are no upfront fees or subscriptions; remuneration is entirely dependent on effective negotiation and mediation outcomes.

Each case is evaluated individually, and EBOF offers a bespoke success fee proposal based on factors such as debtor’s financial status, claim amount, and complexity. Clients agree to the success fee upon recovery of funds, with no liability if recovery is unsuccessful.

EBOF also engages in leasing receivables recovery and international debt enforcement, all under the success-fee framework. For those needing immediate liquidity, the firm offers a receivables-purchase service. Pricing for these services is individually tailored, considering the debtor's risk profile and other factors.

  • Step 6 — Mediation attempt: A Mediation Bureau may be employed to facilitate mediation procedures before considering legal action.
  • Step 7 — Debt exchange listing: Debts may be listed on EBOF’s own debt exchange to increase visibility and pressure on the debtor.
